卸载python3-distro之后无法使用pip3 install 再次安装python3-distro问题表现：

现在电脑里有三个版本的python3：3.6、3.8、3.9
3.6和3.8是ppa源安装的，3.9是源码安装的 -
已经安装了CUDA10.2、cudnn7.6.5、TensorRT7.0.0.11和paddlepaddle，不知道有没有影响
